By the way, did you know that George Washington invested in privateer companies, and Thomas Jefferson was quoted as saying “Every possible encouragement should be given to privateering in time of war.” There is a reason why the founding fathers put Article 1, Section 8 in the US Constitution--because it works. Read Patriot Pirate sometime, and you will see how effective privateering was during the revolutionary war. I personally think the letter of marque could be used for both land and sea based activities, and to combat terrorists, pirates, and drug cartels. It would be far cheaper than the current way we conduct warfare, and I think it would be just as effective. It's called creating an industry out of killing and capturing your enemies, and having the state relinquishing some of it's monopoly on the application of the use of force. Just some ideas.
