		<description>How about this idea, every state Secretary of State (that I know of) is in charge of the elections in the state (some states may vary, this goes for Arizona at the least). 
 
If the incumbent Secretary of State is responsible for the counting of votes for his own race, what then?  There is no solution to this conundrum that comes to mind. </description>
