		<description>The point was to mostly consider the candidate&#039;s voting history with the first criteria called &quot;Liberty-based Voting Record&quot; where we graded Barr a measly 1. We try to consider a voting record on the other issues, but it is not the primary scoring factor. The candidate&#039;s current platform is the primary factor.

Bush isn&#039;t the only example of a person running on one platform and doing another once elected, but during the campaign we can only weigh what they are running on... even if it means that later they don&#039;t live up to their campaign rhetoric.

On the tax issue... Barr may be in line with Paul more than you think. Paul did not sponsor a FairTax (nor a flat tax) but he is on record as saying he would vote for it as long as it lowers taxes. He said this in one of his first interviews of the campaign last year on CSPAN. So the overall goal that both Barr and Paul have is the desire to lower taxes. Barr has expressed concerns about the FairTax... those same concerns are the reasons why Paul didn&#039;t sponsor it. True, Barr is more warm to the idea than Paul... that&#039;s why he got a 4 and not a 5.
